Our Naval Science Instructors
Troy's NJROTC program is built on the leadership of our Naval Science Instructors. This team of retired sea-service veterans brings extensive leadership experience from the military into the classroom. Every day, they guide our 400+ cadets through an honors-level leadership curriculum, oversee our drill and academic teams, and push students to set high standards for themselves.
CDR William Lauper,
Senior Naval Science 1 & 3 Instructor
Commander William Lauper served in the U.S. Navy for 20 years as a Surface Warfare Officer. During his career, he worked on several ships and supported deployments around the world, including Operation Iraqi Freedom. He earned degrees from the University of Wisconsin and The Ohio State University before retiring from the Navy in 2013. In 2016, he joined the Troy High School NJROTC program where he instructs our senior cadets.
FSGT Warren Barnes,
Naval Science 1 Instructor
First Sergeant Warren Barnes teaches the Naval Science 2 class, bringing 21 years of active-duty Marine Corps experience to the program. He enlisted in 1978 and spent much of his military career working as a radio technician and repairman. In 1996, he was promoted to First Sergeant, serving in that senior leadership role until his retirement in 1999. Local to the region, First Sergeant Barnes attended Doniphan High School and went on to study at Palomar College before dedicating his second career to instructing students.
LT Roger Fronek,
Naval Science 2 & 4 Instructor
Lieutenant Roger Fronek brings nearly 30 years of military experience to our school community. A Katella High School graduate, he studied business at Fullerton College and Humboldt State University before entering the U.S. Army in 1973. His early service in Germany focused on weapons maintenance and chemical warfare defense. He later transitioned to the Navy Reserve, specializing in aviation electronics and intelligence with international deployments across Europe and Africa. Following his military retirement in 2016, he worked in civilian intelligence before joining our instructional team.
MCPO Eduardo David,
Naval Science 2 Instructor
Joining the Troy High School NJROTC staff in 2023, Master Chief Eduardo David brings decades of military experience and knowledge from the U.S. Navy, where he served for 21 years in roles including personnel specialist, instructor, and training leader. He was part of major units like HS-16 and the USS BOXER and later worked in leadership and training positions in San Diego. After retiring, he worked in industry and taught Naval Science for over two decades at high schools in California.
